The Water Industry Group Summary and Analysis of the Report of the Independent Water Commission

August 20, 2025

The Independent Water Commission’s Final Report presents an ambitious and wide-ranging blueprint for reform of the water industry, covering supply, pollution, legislation, regulation, company ownership, and infrastructure. Its success, however, depends on sustained political and governmental commitment to long-term investment in a sector where results may take years to emerge.

Analysing the report chapter by chapter, the Water Industry Group at Six Pump Court Chambers has undertaken a first-look analysis, highlighting both the strengths of the Commission’s proposals and the challenges, gaps, and limitations they contain.

The Summary and Analysis of the Report of the Independent Water Commission was written by Douglas Scott, Dr Michael J Bowes, Peter Cruickshank, Nicholas Ostrowski, Jemima Lovatt, Samuel Glanville, Róisín Finnegan and Mark Davies. It was edited by Nicholas Ostrowski.
