Megan Thomas KC secures planning permission on appeal for 50 dwellings in noise-sensitive area alongside M11 motorway

Rochester Properties Limited sought permission on a site alongside the M11 in Elsenham in Uttlesford District Council, for up to 50 dwellings.   A site close by had had planning permission refused on appeal owing to likely excessive noise conditions both inside and outside the proposed dwellings.

However, Rochester had instructed noise consultants at WSP very early in the evolution of the outline scheme who had modelled noise contours and had driven a scheme which used the barrier block technique.   The site was close to an elevated part of the M11 but a three storey curved building could ensure that noise level guidance was met.
