Jill Barrett gives evidence to parliamentary inquiry on international treaty scrutiny

Jill Barrett gave oral evidence on 1 April to the parliamentary inquiry on ‘Review of Treaty Scrutiny’. She was one of two treaty experts interviewed at the opening session of this inquiry being conducted by the House of Lords’ International Agreements Committee. Her evidence focused on improving the mechanisms by which Parliament can influence and control the government’s use of its treaty-making powers.

Jill was Legal Counsellor at the Foreign and Commonwealth Office for 20 years and while at the FCO, she negotiated, drafted and advised on numerous treaties and supervised the handling of treaty procedures and parliamentary process. During 2007-10 she led the Government’s work on Part 2 of the Constitutional and Governance Act 2010 on Ratification of Treaties. She is author of the Handbook on Good Treaty Practice published by Cambridge University Press in 2020.
