The King’s Speech: Environment – Energy and Infrastructure

May 14, 2026

Dr Bowes has been asked by Lexis Nexis to summarise the King’s Speech in relation to the Environment – Energy and Infrastructure.

Although light on the Environment it has a huge amount on Infrastructure, Energy and importantly, Water.

·      The King’s Speech is centered on economic resilience, infrastructure investment, and strengthening critical national systems.
·      It prioritises water, energy, transport, and industrial capacity as key pillars of national policy.
·      The programme is not framed as a traditional environmental agenda, despite environmental elements.
·      Instead, it focuses on energy security, infrastructure delivery, and domestic resilience.
·      Renewable energy and utilities reform are positioned within a national security and economic protection framework.
·      There is a notable elevation of the water sector. (The Clean Water Bill proposes a once-in-a-generation reform of water regulation, governance, and investment).
·      Wider infrastructure reforms include rail, major roads, and Northern Powerhouse Rail, alongside support for domestic steel production.
·      Energy policy is central, combining renewable expansion and nuclear development to achieve energy independence and long-term stability.
