Róisín Finnegan appears in a planning enforcement Inquiry this week

Róisín appears on behalf of the London Borough of Hackney Council in a planning enforcement Inquiry this week.
The enforcement notice alleges an unauthorised material change of use of part of the property in question to six flats, and material change of use of part of the ground floor and basement to one flat.
The appeal proceeds under two grounds:
- Section 174(b): namely, that in relation to part of the ground floor and basement, the breach of planning control never occurred; and
- Section 174(d): the six flats have become immune from enforcement action as a result of continuous use over a four year period.
The Council further contends that there has been concealment of the six flats.
