Rebecca is a dual-qualified English Barrister (called to the Bar of England & Wales in 2024) and Advocate & Solicitor (called to the Bar of Malaysia in 1997). She is a member of the Honourable Society of Gray’s Inn.

Rebecca is a full-time international commercial arbitrator specialising in international trade (business), commodities trading, maritime, and general commercial disputes. Recently, she has also developed expertise in Artificial Intelligence. Rebecca is a Certified Sanctions Specialist, frequently sought after and consulted by industries on complex sanctions matters related to sanctions authorities of the UK, USA, EU, UN, and Singapore.

Rebecca started her career practising as an Advocate & Solicitor in Kuala Lumpur, Malaysia and later became General Counsel and Head of Legal, Compliance and Sanctions Compliance for major global corporations in Asia including public listed MNCs in the USA, UK, HK, Malaysia, and Singapore. She spent most of her career in Singapore, actively leading legal communities while simultaneously beginning her arbitration career.

Now based in London, Rebecca has a deep understanding of Asia. Rebecca is multilingual, speaking several Asian languages, including Mandarin and Malay, in addition to fluent English.

Driven by her continuous passion for law, she also lectures and conducts tutorials for undergraduates at the university on arbitration, commercial, and trade laws on a part-time basis.

International arbitration

Rebecca accepts party and institutional appointments in both ad hoc and institutionally administered arbitrations She is part of the panel of arbitration institutions such as the LCIA, SIAC (Reserved Panel), AIAC, AIADR, and the ICC Singapore Arbitration Group which receives prospective appointment of arbitrators from the ICC Court. She sits on the panel of arbitrators under the ICC National Committee in Singapore.

Rebecca is a Fellow of the Singapore Institute of Arbitrators (“SIArb”), the MIArb and AIADR. Rebecca sat in the Council of the SIArb for four consecutive years (2018-2022) and she is now a serving member of ICC Taskforce on “ADR & Arbitration” and “ICC Commission on Arbitration & ADR”. She has since received an appointment from the Benchmark Chambers International, the Base of the Supreme People’s Court of the People’s Republic of China as a legal Expert.

Rebecca is also listed as an arbitrator in the Maxwell Chambers Directory of Singapore. She is a Supporting Member of the London Maritime Arbitrators Association (LMAA), a Freeman of the Worshipful Company of Arbitrators and part of the Arbitral Women and the London Shipping Law Centre (LSLC).

Appointments

Rebecca’s appointments include the following:-

  • Appointed by major arbitration institutions, including the LCIA and SIAC, as an arbitrator in sanctions and oil disputes
  • Appointed by the Chair (Honourable Supreme Court Judge of Singapore) of the Promotion of Singapore Law Committee, Singapore Academy of Law, as Head of the International Trade Sub-committee (2021-2023) and as a Committee Member (2016-2023)
  • Appointed by the Chair (Honourable Supreme Court Judge of Singapore), to the Commercial Precedent Committee of the Singapore Academy of Law as Editor Board Member (2022 till present) and Committee Member (2017-2022)

Achievement Highlight: Established, produced, and launched Project SGCOMTRADE, a set of industry-standard business contract templates for coal in the Asia Pacific region, known as the “Standard Form Caol Contracts” (SFCC).
