Rebecca is a barrister of England and Wales, an international arbitrator and arbitration counsel.
Rebecca is dual-qualified. She is also an Advocate and Solicitor of the High Court of Malaya, having been admitted to the Malaysian Bar in 1997.
Rebecca brings a distinctive combination of courtroom advocacy, arbitral experience, sector knowledge and commercial expertise to her work in domestic and international disputes. Her principal areas of specialism include:
- international commercial arbitration;
- economic and trade sanctions;
- commodities and energy trading;
- shipping, maritime and carriage of goods disputes;
- international sale of goods and trade finance; and
- corporate and compliance disputes.
Rebecca is a Certified Sanctions Specialist. She advises on complex issues arising under United Kingdom, United States, European Union, United Nations and Singapore sanctions regimes, including questions of contractual performance, payment restrictions, ownership and control, designation risk, force majeure, illegality and the enforcement of arbitral obligations.
She began her career as an advocate in the courts of Malaya, representing clients in commercial and civil matters for many years. She subsequently moved into the corporate sector in Singapore, where she led legal, compliance and sanctions functions within multinational corporations. Rebecca then built extensive legal and commercial experience in Singapore, principally in the oil trading, petrochemicals, commodities, shipping and international trade sectors. During this period, she was also appointed to the board of directors of a prominent Singapore oil and petrochemicals company.
Rebecca is particularly well placed to act in cross-border matters spanning Europe and Asia.
Rebecca also teaches Commercial Law, Company Law, International Arbitration, International Trade and Carriage of Goods by Sea at university level in England.
In addition to English, Rebecca speaks Mandarin, Cantonese, Malay and Indonesian fluently, bringing extensive European and Asian experience to culturally and legally diverse disputes.
International arbitration
Rebecca accepts both party and institutional appointments as an arbitrator or counsel in ad hoc and institutionally administered arbitrations. She is listed as an arbitrator by the LCIA, ICC UK, LMAA, Maxwell Chambers Directory of Singapore, the European Chinese Arbitrators Association, the SCC Arbitration Institute (Stockholm), the Danske Advokater, the Arbitral Women and the Worshipful Company of Arbitrators (London).
Rebecca is also a member of ICC UK Arbitration and ADR Committee in UK.
She is also on the panel of arbitrators for institutions such as the SIAC (Reserved Panel), AIAC, AIADR and the Vietnam Traders Arbitration Centre (VTA). She used to sit on the panel of arbitrators under the ICC National Committee in Singapore.
Rebecca is a Fellow of the Singapore Institute of Arbitrators (“SIArb”), the MIArb and AIADR. Rebecca sat in the Council of the SIArb for four consecutive years (2018-2022) and she used to serve the ICC Taskforce on “ADR & Arbitration” and “ICC Commission on Arbitration & ADR”. She had been appointed by the Benchmark Chambers International, the Base of the Supreme People’s Court of the People’s Republic of China as a legal Expert.

Rebecca’s appointments include the following:-
- Appointed by major arbitration institutions, including the LCIA and SIAC, as an arbitrator in sanctions and oil disputes
- Appointed by the Chair (Honourable Supreme Court Judge of Singapore) of the Promotion of Singapore Law Committee, Singapore Academy of Law, as Head of the International Trade Sub-committee (2021-2023) and as a Committee Member (2016-2023)
- Appointed by the Chair (Honourable Supreme Court Judge of Singapore), to the Commercial Precedent Committee of the Singapore Academy of Law as Editor Board Member (2022 till present) and Committee Member (2017-2022)
Achievement Highlight: Established, produced, and launched Project SGCOMTRADE, a set of industry-standard business contract templates for coal in the Asia Pacific region, known as the “Standard Form Caol Contracts” (SFCC).
