Alex practices across Chambers’ major practice areas, including public, environmental and planning law, civil liability, regulatory law, police and criminal law.
He regularly advises on matters of public, environmental and planning law and accepts instructions from government departments, private individuals and organisations and NGOs. He has a busy court practice and regularly appears in the Magistrates’ Court, the Youth Court, the Crown Court and the County Court and has acted as sole counsel in the Court of Appeal.
Before joining Chambers, Alex worked in the legal team at the Department for Energy Security & Net Zero on matters including the development of the hydrogen and CCUS sectors, electricity and gas market regulation, and climate-related judicial review. He previously worked in early-stage technology investment, focused on developing sustainable innovation companies in the UK, Europe and the US.
Alex holds distinctions in both the GDL and Bar Course from City Law School and a first class degree in History & Modern Languages from the University of Oxford. He speaks French, Italian and German (in that order of proficiency).
Planning, Public and Environmental
Alex accepts instructions across a range of planning work including enforcement and judicial review. He recently provided written advice about the prospects of bringing proceedings against a local authority for its refusal of a vehicle crossover application.
Alex accepts instructions from the Government Legal Department and most recently undertook case work reviewing appeals on human rights ground to the First Tier and Upper Tribunals.
Alex has a particular interest in water law. He is currently instructed as junior counsel in a significant appeal under the Water Industry Act 1991 and has previously advised on flooding liability and riparian rights in an environmental context.
He is also a contributor to Collinson & Hockman on Energy Law, a new text focusing on licensing, regulation, financing, and decommissioning in the UK energy sector.
Criminal & Police
Alex prosecutes and defends in trials in the Crown Court, the Magistrates’ Court and the Youth Court. He recently acted for a defendant in a seven-day Newton hearing and sentence for the UK’s largest firearm’s conspiracy and was junior counsel a trial prosecuted under the Terrorism Act.
Alex is also instructed to prosecute and defend in criminal regulatory cases including by local authorities and water companies.
Alex is regularly instructed on behalf of the police in the Magistrates’ Court and the Crown Court in civil applications for Sexual Harm Prevention Orders, Sexual Risk Orders, Stalking Protection Orders as well as Closure Orders.
He has acted in a range of proceedings brought under the Proceeds of Crime Act 2002 by the Police and local authorities, including asset freezing orders and enforcement proceedings.
Civil & Regulatory
Alex undertakes a range of civil law instructions including RTA claims, credit hire and other small claims and fast track cases. He is often instructed by private clients and local authorities in licensing appeals.
